Governor Reynaldo S. Tamayo Jr. encourages all Municipal Agriculturists in the province to know the direction and responsibilities of the local government units in the agriculture sector as more public functions will be transferred to the LGUs following the transfer of more share of funds from tax collections starting 2022.
During the Orientation on the Province-Led Agriculture and Fisheries Extension System (PAFES) conducted by the Department of Agriculture XII, Governor Tamayo said that while the national government provides assistance, the proposals must come from the LGUs prior to the passage of the budget.
The activity was undertaken in preparation for the implementation of the Mandanas Doctrine that promulgates the increase of Internal Revenue Allotment(IRA) share of Local Government Units sourced from all national taxes – including collections from import duties and other levies by the Bureau of Customs on top of the BIR tax collection.
Based on the Local Government Code, of 1991, aside from the agriculture, other devolution of functions to the LGUs include natural resource management, environmental services, revenue mobilization, telecommunications, peace and order, employment facilitation, social welfare, transportation, tourism , housing services and local infrastructure.
The activity ended with the establishment of the Technical Working Group (TWG) which will work on the planning process.
The PAFES orientation was also attended by Regional Executive Director Arlan M. Mangelen who presented the ONE DA: A holistic approach to Agriculture and Fisheries Transformation; and DA Chief, Operations Division Zaldy M. Boloron; Provincial Agriculturist Raul D. Teves, DVM; Provincial Veterinarian Flora D. Bigot, DVM; City/Municipal Agriculturists and other stakeholders.
