The Enhanced Comprehensive Local Integration Program or ECLIP is a government program that aims to help the rebel members of CPP-NPA-NDF and Militia ng Bayan to restore their allegiance to the Philippine Government.Through this program, they can be reintegrated back to the community, be with their families, and start over with their new, normal lives.
As a response of the Provincial Government of South Cotabato to President Rodrigo Duterte’s Administrative Order No. 10 in institutionalizing the E-CLIP, the Provincial Government’s E-CLIP committee, together with Governor Reynaldo S. Tamayo, Jr. himself, does its best to sustain the program, and encourages the rebels to surrender by giving assistance, free education, free hospitalization, other pro-poor interventions, and by letting them know that they can trust the government as long as South Cotabato is offering almost everything for free.
Other agencies like the Department of Labor and Employment (DOLE), the Department of Education (DepEd), the Technical Education and Skills Development Authority (TESDA), the Department of Trade and Industry (DTI), and the Department of Social Welfare and Development (DSWD) are also our partner agencies in giving service to the Former Rebels (FRs). This time, it’s a whole-of-the-nation approach where all government agencies work together to fight communism.
In addition, the Halfway house is also built to serve as a temporary shelter for the FRs, while their accepting unit, such as the Armed Forces of the Philippines (AFP) or the Philippine National Police (PNP), secures their birth certificates and processes their registration in PhilHealth, and other documents for their eventual reintegration to the mainstream society. The FRs also receive interventions such as deradicalization, social healing and reconciliation, spiritual and moral enhancement, and health and wellness program as well as livelihood trainings in this facility.
These are enough reasons for people to trust the government and return to the fold of law.
