South Cotabato to institutionalize “Green, Healthy Capitol” in 2017

The provincial government of South Cotabato (PGSC) will soon implement an Executive Order declaring the Provincial Capitol Compound and other offices and facilities situated within its jurisdiction, as “Green and Healthy” Capitol.

Governor Daisy Avance Fuentes sealed the declaration with the issuance early this year of Executive Order (EO) #02, series of 2017, “Creating a Technical Working Group (TWG) to craft the Implementing Rules and Regulations (IRR) of EO #18, series of 2016 declaring PGSC as “Green and Healthy” Capitol.

Designated as TWG Secretariat is the Human Resource Management Office under Alex Basco.

The TWG is composed of 9 members, namely; Grace Maniego (PGO – Internal Auditor IV), Elbe Balucanag (PEMO – SEMS), John Arlo Codilla (IPHO – Nurse II), Marifort Rafael (HEPO II – IPHO), Juvy Eborde (AO III, BAD), Danna Marie Bernardino (AO III – BAD), Freda Liza Gazo (SAO – PGSO), Evelyn Fantilanan (Economist II – PPDO) and Retz Raishee Bautista (Statistician Aide – PPDO).

Its primary function is to draft the IRR of section 1 of EO #18 as well as the implementation plan of the approved IRR.

Drafting of the IRR will focus on the declared policies of EO 18, namely; proper waste management, cleanliness and utilization of environment-friendly packaging materials; strict adherence to “No Non-Biodegradable Plastics and Styrofoam or Polystyrene Policy”; “No Smoking Policy”; Non-inclusion of softdrink in purchase request and encouragement in patronizing native delicacies for snacks and healthy food for meals; promote the use of energy efficient equipment and LED bulbs and lights; cleaning and greening within the premises of the capitol compound; sustaining the “Biggest Loser” contest but with a level up mechanism; schedule of switching on and off of all office lights and aircon units at 8:30 am and 4:30 pm every day from Monday to Friday.

The Green and Healthy Committee Capitol Committee is chaired by the Provincial Administrators Office with members coming from the Integrated Provincial Health Office, Provincial Planning and Development Office, Provincial Environment management Office, Provincial General Services Office and Bids and Awards Committee.
